Advisers stuck notes under Thatcher's door

In an Institute for Government paper on how to organise No 10 Ten Alex Allan, former principal private secretary to John Major, recalls how some advisers mistrusted civil servants so much that they resorted to sticking notes under Mrs Thatcher's door. He argues that officials and advisers need to work closely together and communicate clearly.
