External advisers could lead to rival power bases in departments

New Cabinet Office guidance for ministerial private offices could lead to rival power bases within government departments.

IfG Fellow Akash Paun says rival power bases must not be created by new Cabinet Office guidance for private offices that allows ministers to appoint their own experts. Previously, the IfG has highlighted that ministers require more support, but there should be transparency about who is appointed and why, as well as clarity on numbers and accountability. The Institute will continue to monitor progress in this area.
