First Minister calls for 'new UK' of equal partners

The First Minister will call for a new United Kingdom in which Wales is an 'equal partner' alongside England, Scotland and Northern Ireland. He's due to make his comments in a speech to the Institute for Government in London. He'll also repeat his call for a new funding formula despite a pledge by Labour's UK leadership to keep the current arrangements.
