How effective are public inquiries?

Peter Riddell is interviewed for BBC 5 Live Drive (2h40min) to discuss delays in the Chilcot report and the effectiveness of public inquiries. He says the draft report is apparently enormous and the people criticised have a legal right to read it first, which is what is taking so long. He adds, "Given it's gone on so long, it's important to keep the victims families informed."
