No 10 blocks new influx of ministerial experts

Times article saying the 'complicated rules' surrounding the implementation of extended ministerial offices (EMOs) has led to the changes being blocked. Julian McCrae, IfG Deputy Director, is quoted as saying the idea of a representative from No 10 being on each ministerial team 'does not seem sensible'.
