PM gets first shot at governing in hung parliament, says expert

George Parker writes following Peter Riddell's lobby briefing on what could happen in the event of a hung parliament. Quotes Peter Riddell as saying if the May 7 election produces no clear winner “anyone could speak to anyone” to try to cobble together a parliamentary majority. The institute says the largest party is “significant politically and arithmetically but not constitutionally”.
