The spending review the Chancellor never wanted

Spending cuts planned for after the election are larger than those in 2015-16 so the most important decisions are yet to come. Julian McCrae, deputy director of the Institute for Government, said that in Whitehall, rather than the announcement of cuts, it is the next few weeks and months that matter.
