'Unacceptable' to block policy - Maude

Francis Maude, Minister for the Cabinet Office, warned that it is "unacceptable" for top civil servants to veto policies. Speaking at the Institute for Government the minister said that the Civil Service has "great strengths" but accountability to ministers needs to be "sharpened".
