What impact has Francis Maude had on Whitehall?

Guardian piece in reaction to Francis Maude's announcement that he will step down as MP in the next general election. Includes quote from Peter Riddell, IfG Director:

“While at times his style has been divisive with some fellow ministers and senior civil servants, his personal commitment and expertise have produced a concentration, and drive, in areas that have often been neglected,” says Riddell.

“In particular, Maude will be associated with improving how Whitehall runs major projects and its relations with its suppliers, and with launching radical initiatives to ensure greater transparency and the expansion of digital government.”
