Big Shot or Long Shot?: How elected mayors can help drive economic growth in England's cities

Institute for Government and Centre for Cities joint report that sets out how the mayoral model has the potential to overcome some of the barriers to growth that cities face.

• devolve more powers to mayors through the Localism Bill
• give cities the freedom to bid for 'metro mayors' with additional powers
