Two challenges and an opportunity: an agenda for civil service reform

The Minister for the Cabinet Office, the Cabinet Secretary, and the Head of the Civil Service responded to an open letter from the Institute.

The Rt Hon Francis Maude MP, Minister for the Cabinet Office, Sir Jeremy Heywood, the Cabinet Secretary, and Sir Bob Kerslake, the Head of the Civil Service, made their first public appearance together, on the 5th March at the Institute for Government.  They responded to an open letter from the Institute setting out an agenda for civil service reform.

The open letter outlines the Institute’s view on what the priorities for the new civil service leadership should be within the wider reform agenda of the Government.  It offers insights from the Institute's research on what should happen if change is to be achieved.
